About ICTC

The Information & Communication Technology Center (ICTC) is Talisay City’s public technology and digital empowerment hub. It provides free ICT services, supports e-governance needs, and delivers digital literacy and skills training—especially for youth, students, PWDs, and underserved community members.

Organizational Overview

The ICTC operates under the Local Youth Development Office (LYDO), which is part of the City Social Welfare and Development Office (CSWDO) of the City Government of Talisay. Launched in October 2024 as the Talisay City RIS Hub / Tech4ED Center, in partnership with DICT, it serves as the city’s digital innovation and community technology hub.
